Public Meeting #1
The first public meeting was held on May 12, 2004 to introduce the Freedom Road Upgrade Project, to present the initial studies done during the preliminary design phase, and to obtain early public feedback on the project. All information presented at the meeting and on this website is based on preliminary design and will be updated as further engineering and environmental details are developed. The summary of potential impacts table was prepared as a means of comparison between the various alternatives and is subject to change as further engineering details and refinements are developed.

Project Need.(950 KB) The need for improvements within the study corridor was identified.
Project Development Process.(160KB) The Freedom Road Upgrade Project is being developed in accordance with the PENNDOT Project Development Process for a Categorical Exclusion Evaluation.
Environmental Overview.(3.4 MB) Based on office and field studies, various existing environmental features have been identified and are shown on the project mapping for the study corridor.
Preliminary Alternatives. Five alternatives were presented. These include the No Build Alternative, which involves making no physical improvements to the project corridor, and the following four potential improvement alternatives:
Preliminary Alternatives Typical Sections.(290KB) Typical roadway sections, showing the existing (No Build) and proposed improvement alternatives typical sections were presented during the meeting. These preliminary typical sections provide information regarding the existing and proposed number of lanes, width of lanes, shoulders, and slope treatments.
Summary of Potential Impacts.(60KB) As a means of comparison between the various alternatives, a summary of preliminary impacts was developed. This information will be revised as the design develops in further detail.
