This website, sponsored by PennDOT and developed in conjunction with SAI Consulting Engineers, Inc. not only offers an ideal method of retrieving important project information, but also offers an opportunity for PennDOT and SAI to receive important feedback from the public regarding the project.

The Freedom Road Upgrade project is being undertaken by PennDOT in cooperation with the Federal Highway Administration, the Beaver County Commissioners and legislators, and the municipalities of New Sewickley Township and Conway Borough in order to improve the safety and efficiency of the roadway corridor between S.R. 0065 and S.R. 0989.

You can read the details from our first Public Meeting that was held May 12, 2004.

During 2005, PennDOT reviewed this project in detail to ensure that the preliminary design development was not only meeting the project needs but also gave sound consideration to the overall cost-effectiveness of the project and minimized property, utility, and environmental impacts. This review was in line with the "Smart Growth" initiative concept that shapes projects to meet the needs of the community while considering fiscal resources, environmental constraints, and community impacts.

Through this "Smart Growth" initiative for the Freedom Road Upgrade project, it was determined that some refinements to the design were required. These refinements included breaking the 3½-mile section into three smaller design sections in order to advance the project to construction and also changes to the design criteria that would still provide for the needed safety improvements but minimized the impact of construction. For example, travel lanes were reduced from 12 feet to 11 feet, and shoulders were reduced from 10 feet to 6 feet. Still other refinements included relocating and mitigating impacts to Crows Run as opposed to crossing the stream which actually negatively impacted the flood zone more than originally envisioned in the environmental studies.

Improvements to the Lovi Road intersection, which had been added to the project in response to public input, have been removed from this project and may be considered as an independent project by PennDOT at a future date.

The project has been divided into three tentative construction sections. Construction Section A is the part of the corridor that generally follows existing Crows Run Road from S.R. 0065 to Park Quarry Road; Section B includes the Freedom-Crider Road (existing S.R. 2004) from Park Quarry Road to Wolf Run Road; and Section C is Freedom-Crider Road from Wolf Run Road to the intersection of S.R. 0989.

Section A is the first section to be advanced into preliminary design and preliminary right-of-way for construction. Environmental studies have primarily been completed for the entire corridor, and the environmental document has been submitted and approved.
