Project Details
Section A is situated in Conway Borough and New Sewickley Township, Beaver County, Pennsylvania. The limits of Section A are between S.R. 0065 and Park Quarry Road. The overall length of this section is approximately 1½ miles. Sections B and C, which will be advanced in the future, are situated in New Sewickley Township, Beaver County, Pennsylvania. The combined length of these sections is approximately two miles.
The Freedom Road Upgrade will involve an improved two-lane roadway designed to meet current State and Federal design criteria between S.R. 0065 and S.R. 0989. Additional lanes may be provided to address the need for auxiliary turn lanes at intersections based on the Southwestern Pennsylvania Commission’s traffic projections for the area. Improvements along the route will involve, but are not limited to, roadway construction, earthwork, storm drainage features, signing, pavement marking, guiderail, adjacent driveway adjustments, and adjacent intersecting roadway adjustments.
Within Section A, an exclusive left-turn lane along S.R. 0065 with a traffic signal is proposed at the western limit of the project. An exclusive left-turn lane on new S.R. 2004 at Freedom-Crider Road (existing S.R. 2004) is also proposed at the eastern limit of the project. Other improvements will include three areas of stream relocations, three roadway crossings over Crows Run by side roads and driveways, one culvert for Snake Run Creek, and the extension of the existing culvert under S.R. 0065.
As the project design advances, the proposed roadway typical sections, associated design features, and impacts will be presented in further detail on the project website.
A preliminary design construction cost estimate for Section A is being developed and will continuously be refined as details are developed. Components of the cost estimate include preliminary construction, right-of-way, and utility costs associated with the construction project.

Crows Run Road is closed to through traffic at this time, but a detour route has not been posted. Because of the weight restrictions on Freedom-Crider Road, a vehicle and truck detour may need to be identified. We also anticipate making adjustments to the intersection of Park Quarry Road and may need to use a detour for access to the housing located near the one-lane bridge. Local access to properties within the construction limits will be maintained at all times.
